The Airports Act 1996 requires all leased federal airports to prepare a Major Development Plan (MDP) for significant developments on the airport site.

Stakeholders are consulted during the preparation of the Preliminary Draft MDP to identify issues and concerns. Once the Preliminary Draft MDP is completed it is exhibited for public comment for 60 business days, and the feedback obtained during the public consultation process is taken into account in the Draft MDP that is submitted to the Commonwealth for review. The Minister for Infrastructure and Transport has 50 business days to review the MDP and either approve or refuse the Draft MDP. In some circumstances, the Minister may also request changes to the MDP.
